"Trayvon Bill" to hit House floor(LA)

A new bill would re-write Louisiana criminal law in response to the February shooting in Florida of 17-year-old Trayvon Martin. The bill, HB1100, targets what's known as a "Stand Your Ground law." State lawmakers say as it reads right now, prosecutors would have a tough time pressing charges against the shooter if the Trayvon Martin case happened in Louisiana. George Zimmerman faces a second degree murder charge for that shooting. A neighborhood watch activist, Zimmerman shot and killed Martin, Zimmerman says in self-defense, but according to some, "self-defense" isn't very clear in Louisiana. Senate panel votes down self-defense bill (LA)

Legislation inspired by Florida’s Trayvon Martin case failed in a Senate committee Tuesday amid concerns that it would cloud state law. Senate Bill 719 by state Sen. Yvonne Dorsey-Colomb, D-Baton Rouge, would have rewritten Louisiana’s justifiable homicide law. Under the change, the law would not apply when the person committing the homicide is the aggressor. “What I don’t want to happen in this state is that we have permission to murder,” Dorsey-Colomb told the state Senate Committee on Judiciary C. Critics of the change complained that the measure would lead to confusion and possibly result in people provoking aggressive behavior...

Los Angeles insolvency predictable and preventable

Los Angeles’ potential bankruptcy and $238 million budget shortfall were predictable and preventable. So predictable in fact that former Los Angeles Mayor Richard Riordan warned of the looming crisis in a Wall Street Journal editorial in 2010. Now he says bankruptcy may be just a year away. What underscores this municipal catastrophe is undue influence...
